Uncollected fines from foreigners: Issues with execution and delays

April 7, 2026

According to the Audit Office's report, foreigners owe €26.3 million in fines, which is a 74% increase from the previous year. Many of these debts are unlikely to be collected as the debtors have left Cyprus. There are significant delays in collecting awarded amounts and in the process of suspending execution orders, which some debtors exploit. Only 23% of applicants for suspension are compliant with their obligations. The Audit Office suggests improving the monitoring of applicants' histories.
