Developments on the Activation of Article 42.7 of the EU

At the meeting in Ayia Napa, a decision was made to start discussions around activating Article 42.7 of the Treaty on European Union, but challenges remain. The EU has not seriously addressed this article since France activated it in 2015. Cyprus is recognizing legal gaps and is formulating steps to address them. It is emphasized that assistance from other member states is a legal obligation, not a political choice. Recognizing operational gaps, such as procedures and capabilities of states, is essential for a proper implementation of the article.
