Proposals for Limited Horizontal Voting in Parliamentary Elections

A recent letter to parliamentary parties proposed the establishment of a limited horizontal voting system in elections. Voters would still choose their preferred party but have the opportunity to give an additional vote to a candidate from either the same party or another. The Ministry of Interior has previously discussed similar proposals, but none have advanced. There are three draft bills aimed at applying horizontal voting in parliamentary and European elections. The debates surrounding this change remain political and open for discussion.
