New Regulations for Building Energy Upgrades

October 2, 2026

The proposed bill for building energy performance introduces new obligations for energy upgrades and stricter standards for new constructions. Owners of existing non-residential buildings will have to comply with new energy performance limits by 2033. For residential buildings, targets include a reduction of energy use by at least 16% by 2030. The regulations will not be implemented all at once, and there will be exceptions for specific circumstances. Details will be determined through ministerial orders.
