Discussions on the Abolishment of Inter-Departmental Promotions in Public Administration

However, inter-departmental promotions have caused issues in the public sector, as some promoted employees were unable to meet job requirements due to lack of expertise. There are proposals to replace these promotions with intra-departmental ones, focusing on the functions of each department. The PSC believes that inter-departmental promotions provided opportunities for capable individuals regardless of their experience.
